The 90/180 rule is calculated on a rolling basis, not per calendar year or per country. Every day spent in the area counts against the same allowance.
Consulates assess four things above all: a credible purpose, adequate and traceable funds, confirmed accommodation and transport, and evidence that you will leave the area before the visa expires.
